You are considered a US national if you are citizen of ONE of the following islands:
- Republic of Palau (PW);
- Republic of the Marshall Islands (MH);
- Federated States of Micronesia (FM).
You are considered an Eligible Non-Citizen if you meet ONE of the following criteria:
- You are a U.S. permanent resident;
- You are a U.S. conditional permanent resident;
- You have an Arrival Departure Record (I-94) with any of the following designations:
- Refugee
- Asylum Granted
- Parolee
- Viictim of Human Trafficking (T-visa status)
- Cuban-Haitian Entrant
